That's Giuliana Rancic. Brilliant interviewer. Been doing the red carpet interviews for about 20 years now. She doesn't normally stand that close but the interviewing format appears to have changed this year. More informal. All the interviewers were standing right in the thick of things with all the screaming fans. Very noisy. She presumably didn't want to shout her questions so she had to stand closer.
