Ngl it makes more sense for them to think it's Furina, until the reveal at least. Because Furina and Focalors look identical. So identical that they could pass as clones. Not even identical twins are this identical since they usually have small details that make them different. And no it's not the haurstyle or clothes. And that identicality has a very good reason. The Hydro Archon had split her divinity from her body and spirit creating 2 entities in the process. The human half Furina and the divine half Focalors. That's why they are identical. As far as everyone in Fontaine knows Furina doesn't have a twin so the only logical conclusion that they would have is that it's Furina in a differebt outfit. Neuvillette could only deduce the difference between Furina and Focalors in the Archon Quest because as coworkers he spends a lot of time with Furina and therefore knows her really well (or at least he knows the act she put on really well). So when Focalors behaved differently and talked in a deeper and calmer tone Neuvillette noticed the difference. Any other person would not have known the difference. Not until Focalors reveals the truth. Maybe Clorinde might have been able to also see the difference because as Furina's bodyguard Clorinde would know Furina's act well too but I don't think as well as Neuvillette does.
I love the entire archon outfit dialogue part because it makes a lot more sense than immediately presuming Furina was a fake. I couldn’t stop myself from laughing though with the wording of when Lyney said, “I think so, she looks more mature and calmer,” because my mind immediately went to that he’s implying the archon outfits do that and Venti’s archon outfit flashed before my eyes and I had to pause the video for a moment to get it together. /pos
