I think I know what you mean. I've seen him make some rather "boomer truth" statements regarding Germany, but he is (certainly was) a proud Bavarian, and has a strong sense of "ecstatic truth"... while Herzog says he dislikes Romanticism, a film like "Herz aus Glas" speaks for itself. A complex man to be sure. I think that when he dies it will be the death of the last great auteur in filmmaking.
I love the guy madly but you are right. Post war Germans developed a sort of collective schizophrenia, as a consequence of the tremendous trauma they suffered. Beaten, their country razed to the ground, humiliated, mocked and persuaded to believe they're guilty for something never happened. They're lost. Each time I talk to one of them, I can feel the fear. They're scared to talk freely and go mad if you do it. Very sad. Herzog makes no exception, he's one of a kind and, at the same time, one of the millions of deeply sad germans.
