It is a running gag. The producer Michael Naidus is telling him to wrap it up because they are out of time. But Ferguson hates being told what to do, he "can't live by your rules, man!" So he drags out whatever segment he is doing by explaining in grand detail how they are out of time. Eventually they started showing the good-natured Naidus laughing and shaking his head, and he became a frequent part of the show.
There was a point in my life where I was apathetic to the US. People on July 4th would just drink, fornicate and eat heart-disease causing foods in the name of America and that pissed me off. I wanted to just leave to England Craig Ferguson has made me so proud to be an an American. Live the dream people!
