- A positive update to a story we first broke last week involving college bound teenage girls being denied scholarship money by the Pasadena City Attorney, after a council member tried to use his own budget funds to make it possible.
Those two girls have more emotional maturity when facing adversity than that city attorney.
Actually it’s blatant immaturity combined with greed. These two grabbers were going to pocket money the councilman had no right to divert to them. It was a secret payoff to them disguised and mislabeled as scholarships, ones that only the two grabbers even knew about and the fix was in to give it to them. The City Attorney caught what would have been a felony misappropriation of city money. A true profile in courage who did his job and what’s honest.

@@650CA They are appointed, not voted in. It is a bipartisan process that includes every member with (possibly) conflicting views on the city council agreeing to appoint them. As noted in multiple outlets, the council members were largely as surprised as we the viewers are that this idiot would conduct himself in that manner.
You all only saw what they were willing to show. What’s more outrageous is that you still trust any news outlet to tell the whole truth or show the whole video.

Do you know the attorney screwed up? My guess is that the scholarships from a counsel man's budget didn't match established spending rules. That said, the attorney is a coward for the way he reacted to the reporter. Put a hold on the checks and fix the problem. Do it quietly. But if you are going to pull a bone head public relations stunt expect to get trashed.

Most city attorneys are in private practice. They usually work "as needed" and aren't full-time employees.

The attorney is in the right the money can not be given to non citizens.
Why should the attorney be fired for doing his due diligence? The councilman was misappropriating funds to a purpose they weren't intended for. You're just easily duped by the sight of little girls looking sad on TV. But the scholarship money was illegitimately offered and that's not the fault of the attorney who did exactly as he should have done to safeguard taxpayer funds from abuse.
Why would you want to take away a 500 scholarship to help the girls become better educated? Then look at the response from the Administration? Would you want someone like that who has a mean heart to represent your city?

It's a cheap trick of the media to keep asking why? why? why? when they've already received the explanation. Anger is a telling behavior from a city official who is not speaking from a position of integrity or honesty. I am glad that the community provided where the city could not.

What did he do that was dishonest? He acted in due diligence of his job and prevented taxpayer funds being disbursed illegitimately. Trying to make him out to be a villain for carrying out his duties correctly is obscene and abusive and you should be ashamed for piling on.

Interesting. My society pays for all education. Including out of country. Not real big on religion, so that is probably the difference. We actually take action instead of praying somebody does it for us. We even have a guaranteed month off, and a year paternity.

Here in America, we have federal grants, scholarships, etc. I have been blessed enough to receive scholarships and the Lord God Almighty himself has blessed me with a bachelors and masters degree from ASU. I’m currently working on two more. I have a job that God has blessed me with and have been able to help pay for school. I don’t rely solely on our government but utilize the resources available to me. I have experienced supernatural blessings. I am not religious. I am spiritual. Two completely different things.

It's not bad to scrutinize and ensure that money wasn't appropriated incorrectly, which the article states it was not, but you might want to make your case like a professional. I think people would appreciate that he checked, and found out it was done correctly instead of getting defensive. I'd think any attorney would be well versed in maintaining their cool.

Disappointing to hear a city attorney raising his voice and cussing 🤬, unfortunately there seems to be a vast majority of ignorant government officials in Texas so I’m not totally surprised.
Can we see how that phone call started, i know there’s time restraints on how long the story is, but it could seem edited to fit our narrative. Just show the whole thing so no one comes back and says “it was changed up for the story”

I imagine if a government employee wanted to try to get his or her boss in trouble, they can misappropriate $500 to people in need to try to get the boss to react badly while trying to get the money back.

It reminds me of a friend who lost a scholarship from a community group in his hometown in Idaho in the mid-80's after they didn't agree with his criticism of the Iran-Contra events. When word got out he ended up with more scholarship money than he had been promised. He retired from the Army a few years ago and is a member of the same community group that revoked his scholarship all those years ago.
It doesn't sound like the attorney denied it, sounds like the attorney did his job and kept the council from breaking the law

OMG. This was hilarious watching the Pasadena City Attorney act like he was on some K-drama mystery show. The poor thin-skinned person needs to hide from the public eye like doing legal research in a quiet windowless room with a soda machine for a private firm. Great outcome but please follow up with that attorney and get the full story either way. I have no stake other than being a past resident of Pasadena yet I am very interested in the real story behind this move. I pray it is not the KKK still thriving in my old home. One of the reasons I am gone. PS I am an old white guy but I could not stomach the actions back then.

I’m confused. Did the scholarships initially come from taxpayer money for the whole community? Nothing more important than education, I’m sure these women deserve it.
Each council member's office usually has an alloted budget, which is usually city tax money. He probably tried to use some of that. Personally, I'd prefer they use a thousand dollars to help kids with school than on a "business" related golf outing or council lunch meeting.

The merit system is gone….too many unqualified people getting into good schools, bringing them down when they could go to junior colleges, gain the knowledge and skills needed to succeed. Instead, colleges have had to “dumb-down” programs for so many to “pass” essentially handing out “toilet paper” degrees. How many students take loans and apply for grants? Grant monies take applications, sometimes complicated ones but they are available.
"Higher education" is a misnomer.
Imagine if every "adult" in America understood that knowing Where your public library is, having a library card, and knowing how to use a catalogue system provides you with everything you need, except transportation, for a FREE higher education better than you can pay for at any college/university in America.
This is like that episode of The Office where Michael promised those kids he’d pay for their college and then didn’t come through. 😭

Imagine being so petty you raise a stink about a council member using $1,000 of his own funds to give kids scholarships. There are city council members all over the country who spend 10x that on eating out on tax payer's dime and no one bats an eye.

The whole story is not being provided here in this report. None of the issues that clearly are present or arguments against why they can’t provide this scholarship were presented. I blame the news reporter for not providing a clear picture on that. I don’t think there is anything wrong with the scholarship at all I agree there. But the question still remains, why was it it an issue? I’d like to hear more on that from those who opposed it. I may not agree with the reason why, I might agree with it. Point is, present all of the facts.

Instead of articulating the factual/legal basis for his opposition, he chose to curse at the reporter, falsely accuse the reporter of yelling at him and otherwise act like a child.

No political party has a monopoly on bad behavior. I'm a bureaucrat who has worked for both Democrats and Republicans, and I have seen both good and bad public servants from both "sides" - that's in quotes because we are supposed to serve the people regardless of their political affiliation.

City Attorney is not a professional and needs to be removed from office. He stopped this scholarship because he COULD. This was political and personal.

This is what I don't understand about this story. Who the heII is Jay Dale? The city attorney is Michele Bagneris.
We keep electing and hiring non-professionals to do work of we the people. And this is always the result. First problem is you can’t offer scholarships and then renege. Second problem is $500 is nowhere near enough for any type of scholarship. It doesn’t even cover books or school supplies for a year anymore. Third problem the city attorney is a jerk. Offering a scholarship and then taking away the money after they’ve been awarded is perpetrating a fraud. It’s nice that the public stepped in, but they shouldn’t have had to.

You didn't listen very well. The city attorney offered nothing, he made the councilman follow the law. The Councilman illegally offered the money (he didn't do something right to allocate that money to the girls) and he was called out on it. And it was taxpayer money in the first place, so it was the public paying for it.
He sounds pissed they are going to school despite his best efforts.
Can you imagine the pettiness of someone who wants to stop a $500 check for 2 young women going to college 🤦♀️
Or maybe the council man is just trying to cover his butt for doing something illegal. But let's ignore that, it was only $1000. They should be able to give whoever they want money, how often they want to as long as it's $1000 or less at a time, am I right?
Sorry, I not only want more details but I want to see the footage of the reporter talking to the city attorney for say, at least 5 minutes prior to the clip used. I don't trust reporters anymore and would be anything but surprised if the reporter was cussing and yelling at the attorney and then went all calm once getting the attorney stirred up, just to get a "sound bite".
Hang on--are people really not understanding the story?? A government employee can't unilaterally determine how funds will be spent. If I paid taxes in this county I wouldn't want my tax dollars going to individual scholarships appointed by an individual councilman either. The attorney is the good guy in this situation!

I need to know why the city attorney prevented them from getting those scholarships. There must be a reason, but in any case, he obviously handled it incorrectly.
Real reason, he won't say. Excuse was error in the process leaving legal liability. But the city has done this general dispensing of funds many times with no problem and 2 layers of approval were given.
The report admitted it was the councilman who handled it incorrectly.
@@BradKandyCroftFamily No it didn't. The attorney claimed he did with no legal citation. The councilman had 2 levels of approval and showed it was common practice. Here is a tip. When people say you can't do it because it's Unconstitutional that means they don't know any law against it they vaguely pretend it's illegal.
