Explained: How fraudsters made millions off disability benefits

It's a scandal of massive proportions - and we still don't know just how wide it reached.
Times of Malta revealed how fraudsters were given fake documents that allowed them to access monthly disability benefit cheques.
Many of the fraudsters have told police they were given the documents by a a former MP. Others say they were helped by minister's aides, or people in the prime minister's office.
