Here's what Jesus meant: what you bind standing on the earth, it will be bound in the second heaven where Satan dwells. What you loose standing on the earth, it will be loosed from the third heaven, God's heaven. The second heaven is all the air space around you up to the third heaven. I've seen them come through the veil to attack me, so yes they come into the air space around us.
Jacob also commanded the angels to go to Esau's camp, Jacob commanded them. If he did, so can we in Jesus' name. How many times have you bound powers and principalities then loosed angels to cart them off to the abyss? Better try.
