2wd Honda fourtrax, larger mud tires, and a basketball stuffed into the front of the frame and re-inflated. It'll float. Mud tires act like paddles. That's how I used to get across the canals in my hometown. It'll float without the basketball but don't let off of the throttle. The front end will sink.

Great idea...not! Take a $10K ATV out into the middle of a lake on a top heavy contraption then wait for it to tip into the water. Not only do you lose your ATV you get a ticket for poluting the lake with oil when the MNR trace the slick back & find your license plate on the source...
