Go to your game folder > Search for "RA2md.ini" file and edit the "Video" options like that:
[Video]
VideoBackBuffer=no
ScreenWidth=1440
ScreenHeight=900
StretchMovies=no
*If you dont have the line "VideoBackBuffer=no", just add it for a smoother game.
*If you have Yuri's Revenge expansion, do the same with "RA2.ini" file.

I think you need run your windows user as administrator to edit some kind of files like that. Or try right click on the ini file then run as administrator. And you have the original RA2 version yea? Not the cncnet version by mistake
