The ending bit where King Shark goes ballistic and rages at them is honestly one of the funniest tv moments I’ve ever seen, I literally laughed myself to tears. It’s just so unexpected!

This double joke with King Shark at the police station is a killer hahaha. The first side of the joke: It's Ron Funches (a black actor) who lends his voice to King Shark, he is tried, convicted and sent to prison on the same day. The second side of the joke: people panic at the sight of a shark, while their dangerousness is only accentuated by the stories people tell each other (there is very little death from shark attacks). And of course the "N" word in prison, change to fish or other with a same sense.
This version of Gordon ask the question of “how long can you be police commissioner of a city whose name is synonymous with high crime, police corruption, and costumed chaos before it takes a toll on your mental health?”
Depends if it's a realistic world or a full-on superhero comic book world, I guess. Also, it's this hardboiled "noir" wish fulfillment thing like "REAL men don't break". ("Noir" with quotation because film noir has kind of become this dual label.)

Why wouldn't he be on the verge of a mental collapse?
I always kinda wondered whether this episode was meant to be a bit of an homage to the Batman episode "Growing Pains", where a part of Clayface becomes detached and turns into a sentient little girl named Annie, who becomes friends with Robin. She ultimately ends up getting reabsorbed back into Clayface at the end, just like the little Hand does here, which was honestly pretty sad
Barbara Lee Gordon is a Gotham character. The “Lee” distinguishes her from her mother. Barbara Gordon/Batgirl is his daughter named after her mother, Barbara Eileen Kean-Gordon. Batgirl doesn’t usually have a middle name in the comics.

In the New Batman Adventures cartoon there was an episode Clayface lost some of his clay and it became a little girl, so yes, there is precedent for this.

When you guys was talking about actors and stunt men missing body parts reminded me of the Pandorica two parter the Cyberman that was missing an arm was played by someone who was missing that limb.
For the amputee stuntmen, one of the cooler ones was the original The Thing. The defibrillator scene was done using prosthetic arms and a double amputee wearing a lookalike mask.
Just a heads up, Harvey Dent was never Gordon's partner. He was Gotham's District Attorney. Yes, they both work to uphold the law, but it's still different branches. There are other good cops in Gotham as well. Sure, everyone was dirty under Commisioner Loeb, but Gordon turned things around. At this point in time there would probably other 'clean' cops around as well, like Renee Montoya and Harvey Bullock.
Barbara Gordon the daughter was Batgirl until she was shot through the spine by Joker and then she became Oracle and joined up with Black Canary for Birds of Prey.... until they ruined all of it with the New 52 and all the bad decisions they've made at DC since.
There is an old Batman cartoon where Robin befriends this girl in one episode who turned out to be a part of Clayface who later on reabsorbed in the end.
If you guys can find it, you need to check out the show called powerless. It's by the same creators of this Harley Quinn show. It was a little ahead of itself and couldn't find an audience but it's the same type of humor.
The western approach to animation is to record and at least do a rough audio cut of the episode before sending it off to be animated. So it's very possible that they let the actors riff a bit, and if they like it, they put it into the audio cut that the animation will be based on.
