To answer my own question I did purchase this bumper for my 2015 JK Rubicon Unlimited. It works just fine with my Rough Country muffler skid plate! The skid plate bolts to the inside back of the bumper frame rail and the bumper bolts to the outside rear of it. Awesome bumper...

Very nice. Can order tag relocation bracket separately. I have mine on spare tire it's nice look but a pain if have to remove tire .

The hitch isn't part of the bumper it uses ur factory hitch if you have one
