100% spot on with the essence of what you're saying here; your conclusion is absolutely correct. However, I should mention that there is a technical error in the economist's formula at the top. It should read: "Cost of employee = $X = salary + NI (employer) + benefits" You see, NI (employee) is *not* a cost to the business, but is a cost to the employee. What actually happens when salary is paid is as follows. The "salary" is paid out of the employer's bank account and the NI (employee) portion of that "salary" (along with income tax portion of it) is paid over to HMRC. I have 45 years experience of working in accounts, a significant portion of which was in sole roles, and I guarantee that any accountant that you ask will confirm this. For example, say that the employee's gross salary was £100 + £3 benefits. A typical payroll journal would look like this (the deductions are my estimates for illustration purposes only): £ £ Cr Employee liability 73 (To be paid to the employee as their net pay) Cr HMRC (EEs NI) 10 (To be paid to HMRC) Cr HMRC (EEs tax) 20 (To be paid to HMRC) Cr HMRC (Ers NI) 12 (To be paid to HMRC) Dr Payroll cost 115 (This is the total cost, to the business, of the employee: Salary (£100) + NI (employer) (£12) + Benefits (£3). --------- -------- £115 £115 --------- -------- Someone might argue "Oh, but in the economist's formula, "salary" means salary *net* of deductions and in *that* case, the economist's formula is right to include NI (employee)." Typically a department manager is charged with managing the total gross cost of all their employees and most likely held to meet future employee costs in line with inflation. This will mean that savings will have to be found across the total people costs to keep in line with the base plus inflation. In my experience this is found through headcount savings - hitting the employees … other options include reducing bonuses and pay awards …. It doesn’t matter how you dress it up the costs of this tax increase will hit working people in some way because the business approach is to maintain profitability to the shareholders

It's a sad indictment that with such low support, a Government can gain a majority and act against the wishes and will of the majority. Granted, that is our system. But the last election was a special case in that Labour didn't win the hearts and minds of the people. They picked up what the Tories lost without gaining even one quarter of national support. They should be trying to win people back to their side. Instead they are carrying out a tyranny to try and erase what the people have come to know and replace it with their vision of Britain. Lying on your CV is an offence. I employed someone who I suspected did not have the ability or dedication to get the degree he claimed to have . One phone call to the Open University, who were vet quick and helpful in confirming he hadn't studied there, confirmed my suspicion. So my advice is to take up references with all employers and educational establishments on the CV. I don't believe that taxing tobacco actually stops smokers from smoking, nor does it make them smoke less. Currently the tax on a packet of cigarettes is 16.5% of the retail price, plus £6.33 on a packet of 20 as it is. The government claw in fortunes through tobacco and alcohol tax. I'd love to know how much of this money actually goes on the said 'burden' to the NHS (as the government claim).

Even if a company doesn't have to lay off staff, then a rise in employer's NI could well lead to no annual pay rise, which with inflation will be a pay cut in real terms. This in turn will lead to less income tax being paid to the government in real terms too. Less take home pay leads to less purchases, meaning less growth of the economy. I am an employer , i was looking at a 4% pay raise for my staff in January, that will now be 4% less whatever the E'ers NI increase. I look at an employee as salary + e'ers NI + benefits = cost . I am a professional accountant, worked for PLC's now a businessman and MD and all companies look at employees cost in this manner. Salaries and wages will not rise by as much as planned so E'ers NI being increased will affect staff = the working person suffers.

Why would you need to have run a business, as the Health Secretary, for instance? Surely a doctor or a scientist would be better? The same goes for many roles (Education-Teacher/professor, Agriculture- at the minimum a farmer, preferably someone who studied agriculture, etc.). We need experts in office, not business people, except in a few circumstances. We've had the party(ies) of business for the last 45 years and look how well we are doing. I'm including the Blair years as not particularly successful either, hence the 45 years.

Businesses that I know already have the HR Consultants in, have been evaluating the productivity of staff, have completed their Cost-Benefit Analysis for increasing automation, and have told employees to expect redundancies. Businesses can't employ workers to make a loss - it's actually illegal to trade when insolvent.
Redundancies would mean more unemployed humans resulting in more government spending to keep them alive, or the government would ensure the redundant humans expire quickly thus reducing the population, which in turn reduces the spending on the market, which leads to more redundancies and so on until a new equilibrium point is reached. All that is because the government prefers to save businesses instead of humans. Also, removing the redundant humans from the population will remove unhappy voters for the benefit of the government. It all fits perfectly.

This is spot on! Employers have an allocated annual budget for each employee to work with. Come annual pay review, what do you think employers will do? 1. Pay the increased Employers NI and increase wages by inflation? Go to finance office ask for more budget, unlikely to be approved. 2. Pay the increased Employers NI and subtract 2% from planned increase of annual review, to compensate NI increases. Books are balanced. 3. Reduce human resource by a % that makes financial sense to compensate for the increased Employers NI and pay retained employees the planned increase . Balancing the books to work with allocated budget. Given my experience in Leadership Roles and knowing full well how business finance works, I would bet for Option 2 or 3. Or both in some cases. In both cases “the working people” would pay the price.

My husband works an average of 70 plus hours per week only taking time off when he is ill or perhaps forced to by family events and by that I mean an afternoon or an hour or two here and there. Since Brexit as we import goods and export repairs to manufacturers we have struggled with ever increasing costs from every angle so year on year our profit margins have dwindled . The most recent being the increase in employer NI contributions which for us amounts to the equivalent of another full time wage. It seems that the consecutive Governments of the UK for at least the last 10 years have no idea what it takes to ensure small to middling size businesses survive. I’m sure you would find the same story if you enquired with most small to medium size businesses .
Until the end of my days I will despise them for the lies they levied at me that I am rich and don't need the money when they get allowances and I will say freebies because I am white working class, I didn't like them much before but I absolutely detest them now and I consider myself fair minded but it's the betrayal and continual lies, it's on an industrial scale!?!

100% spot on with the essence of what you're saying here; your conclusion is absolutely correct. However, I should mention that there is a technical error in the economist's formula at the top. It should read:
"Cost of employee = $X = salary + NI (employer) + benefits"
You see, NI (employee) is *not* a cost to the business, but is a cost to the employee. What actually happens when salary is paid is as follows. The "salary" is paid out of the employer's bank account and the NI (employee) portion of that "salary" (along with income tax portion of it) is paid over to HMRC. I have 45 years experience of working in accounts, a significant portion of which was in sole roles, and I guarantee that any accountant that you ask will confirm this. For example, say that the employee's gross salary was £100 + £3 benefits. A typical payroll journal would look like this (the deductions are my estimates for illustration purposes only):

Typically a department manager is charged with managing the total gross cost of all their employees and most likely held to meet future employee costs in line with inflation. This will mean that savings will have to be found across the total people costs to keep in line with the base plus inflation. In my experience this is found through headcount savings - hitting the employees … other options include reducing bonuses and pay awards …. It doesn’t matter how you dress it up the costs of this tax increase will hit working people in some way because the business approach is to maintain profitability to the shareholders

Lying on your CV is an offence. I employed someone who I suspected did not have the ability or dedication to get the degree he claimed to have .
One phone call to the Open University, who were vet quick and helpful in confirming he hadn't studied there, confirmed my suspicion. So my advice is to take up references with all employers and educational establishments on the CV.

Even if a company doesn't have to lay off staff, then a rise in employer's NI could well lead to no annual pay rise, which with inflation will be a pay cut in real terms. This in turn will lead to less income tax being paid to the government in real terms too. Less take home pay leads to less purchases, meaning less growth of the economy. She's really not an economist is she?
I am an employer , i was looking at a 4% pay raise for my staff in January, that will now be 4% less whatever the E'ers NI increase. I look at an employee as salary + e'ers NI + benefits = cost . I am a professional accountant, worked for PLC's now a businessman and MD and all companies look at employees cost in this manner.
Salaries and wages will not rise by as much as planned so E'ers NI being increased will affect staff = the working person suffers.

Businesses that I know already have the HR Consultants in, have been evaluating the productivity of staff, have completed their Cost-Benefit Analysis for increasing automation, and have told employees to expect redundancies. Businesses can't employ workers to make a loss - it's actually illegal to trade when insolvent.
Redundancies would mean more unemployed humans resulting in more government spending to keep them alive, or the government would ensure the redundant humans expire quickly thus reducing the population, which in turn reduces the spending on the market, which leads to more redundancies and so on until a new equilibrium point is reached.
All that is because the government prefers to save businesses instead of humans. Also, removing the redundant humans from the population will remove unhappy voters for the benefit of the government. It all fits perfectly.

You are right. However, whether or not he is a qualified economist I can confirm (as an economist and Chartered Accountant) that he is correct.
I have zero qualifications, but have run businesses, and can tell you categorically that he's right. Employers look at the total employment cost, if 2% is added to the existing 13.8% tax on employing people, it's going to cost jobs, stifle investment and depress wage increases.

Employers have an allocated annual budget for each employee to work with. Come annual pay review, what do you think employers will do?
1. Pay the increased Employers NI and increase wages by inflation? Go to finance office ask for more budget, unlikely to be approved.
2. Pay the increased Employers NI and subtract 2% from planned increase of annual review, to compensate NI increases. Books are balanced.
3. Reduce human resource by a % that makes financial sense to compensate for the increased Employers NI and pay retained employees the planned increase . Balancing the books to work with allocated budget.
Given my experience in Leadership Roles and knowing full well how business finance works, I would bet for Option 2 or 3. Or both in some cases. In both cases “the working people” would pay the price.

Should be noted that since 1979, only a handful of chancellors of the Exchequer have had degrees in economics (normally mixed in with politics and or philosophy ) Nigel Lawson,Norman Lamont, Philip Hammond, Savid Javid, Rishi Sunak and Jeremy Hunt. The others have normally majored in law or history.
We have a small business which now employs 5 people full time and two part time. My husband works an average of 70 plus hours per week only taking time off when he is ill or perhaps forced to by family events and by that I mean an afternoon or an hour or two here and there. Since Brexit as we import goods and export repairs to manufacturers we have struggled with ever increasing costs from every angle so year on year our profit margins have dwindled . The most recent being the increase in employer NI contributions which for us amounts to the equivalent of another full time wage. It seems that the consecutive Governments of the UK for at least the last 10 years have no idea what it takes to ensure small to middling size businesses survive. I’m sure you would find the same story if you enquired with most small to medium size businesses .
