100% facts I used to know active military guys using drugs in small and micro doses, and getting away with it, and using Analogs aka 1 or 2 molecules switched or moved around to make it a "different drug" then from what it being tested for in the frequent testing in the military.
Back in 2014-2015 the whole "research chemical scene" was gray area legal because of the analogs, being discovered, and I see in catalogs analogs of PED's not just Psychedelics.

Also please understand that the hair test was not part of the pre-fight drug testing agreement and is not sanctioned by the NYSAC. There was no impartial body involved in the hair testing to insure it's validity. This was something that the Garcia camp did to deflect from the confirmed and validated fact that the VADA tests which both teams agreed to came back dirty in 4 instances for Ryan Garcia and no amount of denial, blaming or deflection will change that. He cheated!!!
