No, a few came from Sudan and current South Sudan but Tutsi are 90% Bantu at this point. The Tutsi were largely Nilotes. It's Nilotes who fathered most Cushites and mothered EthioSemites.
When you think of yourself as from the horn, you are actually ignoring or seeing the shared parent culture from Cush and Nile Valley. Study about Kerma and the old Nubian kingdoms as well as Nilotic cultures. That's the origin.
