If you want a good scholarship you have to have a good score in IELTS, SAT or TOEFL. Scholarship does not depend on one criteria. It depend on many things. Your gpa, Ielts, Toefl, SAT, GMAT , experience etc.

You can not do that. Most of the community college does not even offer bachelor degree.
