They made fun of Bill's situation, knowing he is exploited in prostitution, that sometimes he has no money, no food, and is in terrible health. Even in this very episode Jake said "lucky we know someone who would do anything for money" about Bill, and then he turns up with dirty clothes and rotten teeth. They don't care! As long as he does the job.

The League wanted to do that, ironically with Rafi, another character this same actor played, and it didn't pan out. Same with that Dwight Office spin-off that didn't happen, and Planet Sheen which was a complete disaster. Off the wall characters like that generally don't work as the main focus of a narrative.
