she offers a lot more buff than cesar, cesar has a different role (shield + a bit of stun) but less buff to the team
astra yao seems as good as cesar (or even better)

Um 30 percent damage buff plus 1500 thousand attack buff plus + chain attacks and energy.
The most universal support definitely cracked aswell as triggering quick assists and chain attacks.
I see her getting changed around and her budget probably getting nerfs
