Danzo literally professionally respected and agreed to not harm Sasuke. There would be no real incentive to kill him. Heck Itachi literally chose to do the Clan Massacre himself siding with the village itself and also they literally settled with the fact that they would let Itachi spare Sasuke and the elders would do the same.
