It can function as just a delay tactic and a chance to pressure members who've agreed to change their mind. It's good goal to aim for, but broken as a hard and fast rule. You slid over the bit about dynamic scoring in the first budget demand. In Republican speak, "dynamic scoring" means assuming tax cuts will lead to so much economic growth that the drop in revenue will be minimal or maybe even revenue ill increase.
The problem with the 72 hour rule is that while it seems reasonable, in a closely divided Congress bills often change as deals are made to try to bring together a majority. It can function as just a delay tactic and a chance to pressure members who've agreed to change their mind. It's good goal to aim for, but broken as a hard and fast rule. And of course fatal when the bill has an actual deadline.
A most cogent observation there in response to Ms. Belle's topic.
