@RAJENDRA GURJAR 4 यूपी में आज भी जिले के सबसे बड़े अधिकारी को डिस्ट्रिक्ट मजिस्ट्रेट ऐंड कलेक्टर पदनाम है। दूसरे जिले का सर्वोच्च पुलिस अधिकारी एस पी या बड़े जिलों में एस एस पी होता है जिसे पुलिस कप्तान भी कहते हैं। और ये कभी कलेक्टर और डिस्ट्रिक्ट मजिस्ट्रेट के अधीन होता था, लेकिन अब नही। अब समकक्ष होता है यानी एस पी या एस एस पी का आदरणीय भाई साहव। जिले के पुलिस कप्तान का इमीडियेट आफीसर डी आई जी ही होता है जो आदेश देता है उसे। कलेक्टर साहव आदेश नही दे सकते। बस सुझाव दे सकते जिले के ला एण्ड आर्डर के विषय में।
यू पी के कमिस्नरेट सिस्टम में कमिश्नर एडीजी रैंक का अधिकारी होता है , डी आई जी रैंक का नहीं होता हैं

and one more thing sir...dysp is called co (commanding officer) not ci (circle inspector) . and normally organisational charts aise hoti hai:- constable> head constable> asi> Si>inspector>senior inspector(also known as SHO/CI)> Asst.sp (trainee ips)>DYSP / assist.cp. >Additional SP/ Additinal Deputy Commissioner of police(ADDL. DCP) > SP/DCP> SSP/DCP> DIGP/ Addl. CP> IGP/JCP> Addl. DGP/commissioner/special commissioner> DGP/commissioner(especially MUMBAI and Delhi case).

यह कमिशनरेट प्रणाली बडे शहरों के लिए पहले से ही है जो की सही भी है लेकिन संपूर्ण भारत मे ऐसा कभी भी नही होना चाहिए।
और बडे शहरो के नजदिकी ग्रामीण इलाके के लिए आयपीएस आयएएस प्रणाली भी होती है जो के सही है।
सरकार ने आयएएस का महत्व कम नही करना चाहिए। नही तो आने वाले दिनो मे पुलीस का जनता पर बहोत दबाव एवं जुल्म बढेगा.।

It's not necessary that a commisioner would be a DIG rank officer. In Gautam Buddh Nagar and Lucknow commisioner is a ADG rank officer, In delhi it is a DGP rank officer.

जिलों में कमिश्नरेट प्रणाली लागू होने के बाद पुलिस को IAS/DM से धारा 144 या लाठीचार्ज करने के लिए आदेश लेना जरूरी नहीं क्यों कि कमिश्नरेट स्वयं पावर में होती है।
Waha bhi aadesh lena jruri hoga
Bhai lathicharge krne ke liye waise bhi jrurt ni hoti DM ki.
Yahan tak ki fire krne ke liye bhi jrurt ni hoti.
Aur toh aur SI ya uske uper ka koi bhi police officer bheed pe action le skta hai.
Hme ajtk ye sb galat btaya gya ki DM he bheed pe lathicharge ya goli chalaane ka aadesh deta hai.
Mai khud se bana ke nahi bol raha.
Abhi google krlo. CrPC section 129.
Aur haan, CrPC section 144 ke pehle bhi DM ko police ka prior approval lena hota hai.

Aur haan, jab IAS Home Secretary banega tbtk IPS Director of Intellegence Bureau ya fir Secretary R&AW bn jaate hain. DIB aur Secretary R&AW seedha PM ko, Defence Minister ko aur Home Minister ko jawab deh hote hain. Kisi babu ko ni.
Aur haan, agr IAS ko Bharat Sarkar UNO mein bhejegi toh IPS bhi tbtk INTERPOL (International Police) mein chala jaayega.
Aur post retirement IPS National Security Advisor bn skta h jaise ki Ajit Doval Sir NSA hain India ke aur IPS retired hain.
NSA ko desh ka har bada IAS report krta hai lekin NSA(IPS) kisi IAS ke saamne jawabdeh nahi hota. NSA cabinet minister rank ka hota h aur Order of Precedence mein bhi 7 number pe aata hai jo ki har IAS se uper hai.
National Security Council ka Chairman NSA(IPS) hota hai aur Cabinet Secretary, Home Secretary uske members hote hain. In short NSA(IPS) ka decision aur order Secretary(IAS) ko manna pdta hai.
IAS mein zyada se zyada Cabinet Secretary tak jaaoge aur IPS mein NSA tak. NSA ka rank cabinet minister ka hai aur secretary hmesha minister se neeche hota. Toh IPS ke neeche he rahega ek IAS hmesha.

आपका कमिश्नरेट की जानकारी तो समझ में आ गई , परन्तु कुछ जिलों पर राजस्व व सामान्य प्रशासन के संचालन हेतु डिविजनल कमिश्नर का पद भी होता है इसलिए कमिश्नरेट प्रणाली के लिए असमंजसता उत्पन्न हो जाती है कि किस काम का लिए किस कमिश्नर का सहारा लिया जाय? यों तो वकील मार्गदर्शन दे सकते हैं।

Unfortunately IAS lobby is sitting on top positions who form the rules and recommend its recommendation.
What is unfortunately? UPSC conducts exam fairly for indian students. The top ones are administrators and then ips, irs, ifs, etc. The students who are on the top gets ias. It's in every exam
