It's called the "quarter feather" and its a bladework drill. Reinforces a clean finish like a squared blade would, but also (partially) simulating the act of feathering together and having to prep the blade for the catch.
As a coxswain I can confirm Grumza is telling the truth. The point of the drill is to work on rotating with the knuckles instead of the rist to prevent bad habits etc.

Why does cornell prefer to take the finish at an angle? In my club we are thought to leave the water with a fully squared blade....
