It should only call 911 if you are holding the power button and volume at the same time. Mine is like that, maybe not all iPhones. I’ve called 911 many times by holding my phone the wrong way! Fortunately they give you 5-10 seconds to cancel the call.

I found that my repeatedly doing these steps did eventually work but it was hours later & the phone’s battery was just about to die. Why it FINALLY worked is incomprehensible to me. I seriously disliked my phone. I’m hoping the iPhone 13 pro max isn’t a bad version since I’ll be paying it off for a while.
