Van Gogh's NP applies a 'Terror' debuff on the enemy for 3 turns that has a 60% chance of triggering at the end of each turn and stunning them. As long as you can get Gogh looping somewhat consistently, which isn't hard because she gets some crazy refunds on her normal cards, you can basically enter a state where the enemy has to flip a coin every turn to see if it's even allowed to do anything.
In the meantime, her NP also provides her an absolutely monstrous 150% critical damage buff and 10 stars per turn for 3 turns along with a 30% attack buff, and she also has a dodge and a revive built into her skills, so even on the turns the enemy is allowed to attack, she has good protection while dishing out massive damage.

@@arandomdude1733 it's pretty crazy. Just recently I was able to use her to SOLO Kagekiyo in Heian-Kyo. I've got her 1st Append Skill maxed and with a 25-30% np gen CE she can actually reach a level of refund that allows her to NP _every turn_ as long as she's brave chaining with a quick and an arts card.
That's a 450% crit damage buff and 32 stars per turn without even hitting face cards, like damn.
