Avoiding the Covid-19 virus through masks and social distancing is a public good. But it only takes a couple of individuals not participating to vitiate the group. Not only is the public good eroded (public health), but those not participating force a negative externality onto other individuals. Do you have a video that explains this behavior in terms of collective action?
So a collective good problem is one that applies to the general good of the public (i.e. solving climate change). The collective action problem is where individuals see that others can fix the problem, without their own intervention, so they choose not to participate.
