Death note clearly deals in the more supernatural/fictional word while Monster takes place in an entirely different and much more realistic world. Yagami had an extremely OP book and supernatural entities by his side to aid his kill count. Johan had nothing but his own wit and charisma to get the kill count he did, that’s my main point. Did Yagami have the higher kill count? Of course but he had much more help than Johan who had nothing at all but his own trauma and wit to achieve what he did. That’s my main point; a magical book plus supernatural entities vs nothing at all. Yeah, Johan is far more impressive for that alone
