You can choose randomly, but try to choose equally, I mean u should give equal weights to all the matrics. The overal weights must equal to 1. Besides, sometimes, one of the matric demand heigher weight due to its importance, so can divide accordingly.
The value depends on the user. So basically you highlight how import each criteria is to you in a total of 1 or 100% i.e the addition of all the weightage must not exceed 1 or 100%. From the example the user is more concerned about the price another user might be more concerbed about the storage space so he could give it a weight of 0.40 (40%)
price is a non beneficial criteria as we desire to have minimum price. The best alternative will have minimum price. but in case of storage space we need to have maximum value. the best alternative should have maximum value of storage space.

Although you can perform it in Excel, but It will be hectic to solve huge decision matrix in Excel. Please use octave software to solve the problem. I have developed octave code for TOPSIS, you can access it from my webpage.
If you are taking about typical optimization in which you want to determine the dependent variable for optimum objective function value then you should use optimization techniques( there are several depending upon the problem). But if you are looking to find the best out of available, then go for MCDM.
Dear sir, i have one question.. the calculation you made to find the best mobile, can we make a opposite ? let say, we want to find the best criteria for the mobile by using TOPSIS? for instance, among these criteria which are cost, storage, camera and looks which one is the best? Tazii, the weights can be calculated based on the requirement generally it is calculated using other methods like analytic hierarchy process or entropy weight method. i will explain those methods in my upcoming videos

there is a mistake the weight of the camera is 0.15 and it looks like 0.05. but, you have taken weight 0.25 for both camera and looks which is wrong.please correct it

yes the sum of weights should be 1, if in any case its not 1 then you should normalize it so as to make it 1.

It is a data, you can choose all the four datas that you want, but the total weight of the 4 datas should be = 1.
