I believe the announcer here is Joe Patrick. I have a few tapes about Nebraska football (collectively entitled "The Cornhusker Collection") that he did narration work on in 1986. I went crazy for about five minutes here because I knew I had heard the voice before, but couldn't place it.

Bearding (that's the common term for it) can happen with any video format. The video level is too high for either the tape to properly store or for the recorder to play back. It could also be tape damage/wear, which is what I suspect is going on here. You're correct that it happens frequently with S-VHS -- by definition the video levels recorded in the S-VHS format are much higher than those of standard VHS, thus bearding and inaccurate color reproduction occur when playing back an S-VHS recording in standard VHS mode.
Well, Pappas was the name of the family that ran KPTM (Pappas Telecasting of the Midlands). Their history dates back to 1971, when they began KMPH-TV in Fresno, CA Fox 26 as an independent like KPTM. And in the 80's Pappas also ran WHNS 21 (now FOX CAROLINAS) in Greenville, SC along with KPTM. And it was a family affair as KMPH was named for (M)ike, (P)ete, and (H)arry Pappas and WHNS was for (H)arry '(N) (S)tella Pappas. KMPH today is a Sinclair station, along with KPTM. WHNS is under Meredith
I watched that airing of Sixteen Candles. It was on my 16th birthday, December 13th 1986.
What a coincidence! Watching Sixteen Candles on your SIXTEENth birthday made the experience SIXTEEN times better!

As a child at 6 years old I was scared of the sign off. I believe at the time that ment the end of TV and time for TV to go to sleep and beyond.
It doesn't get much more Television by Design than this.

WOIO and KPTM, two of the FOX affiliates that have used the TVbD graphics package. AWESOME!
There's at least one other station on the East Coast of the U.S. that used this graphics package.

KPTM's sign-off is very similar to that from WOIO in Cleveland
