this waterpark is right in the front of stella palace hotel, its located at the stella island, guests of stella palace & stella island luxury resort and stella village can use it for free 👍🏻

first question is yes they can use it too, I’m not sure about the second question, normally it cools of in this area around september but according to google it says ‘ Crete has an average temperature of 24 degrees in September, with highs of 27 degrees ' so with this information it should be open 👍🏻
