In my opinion the Lotr theme shows the pure evil that is inside of Sauron with the chaotic loud music, the hobbit theme shows his dark and mystic and mysterious side of him being a sorcerer with the dark and slow almost rumbling musics at time, and RoP shows his lust and excessive obsession over order and how that led him to become evil in the first place with all of its sharp and repeating notes like in an orderly fashion.

In the Third Age, Sauron relied on brute force for domination and thus his theme for that time period, written by Howard Shore, often forcefully brays the same repetitive notes (this is not a bad thing). In the Second Age, Sauron was the Deciever, and that theme, crafted by Bear McCreary, is more subtle in a way.
