In the cinematic universe, Loki is Hela's son You know, that came to my mind too Marvel may attribute this similarity to the mother-son relationship But there's one more thing: when Odin changed Loki's appearance, he may have given the look of his daughter he longed for
Don’t think they gave in-world reason. In mythology she is Loki’s daughter so I think it’s a nod to that. Perhaps we can imagine Marvel Loki found an old room of hers and adopted the esthetics
Playing into the Marvel's bs back stories that aren't necessarily backed by mythology nor always the comics, when Odin picked up Loki as a baby, Loki changed to match his "new father". Kinda like fox's explanation for Raven/Mystic their constant form help for the sake of others is just to help them blend for security in since that's not always easy when blue.

In the actual Norse Mythology Hela is Loki's daughter, that's why they look so similar. Don't know why they made her his sister in the MCU
