Maki is a part of the Tokyo school, it's just that she has no cursed energy, meaning she has no cursed techniques and can't see curses without her glasses! (like a regular human) But in return she's been granted an immense amount of physical strength through her heavenly restriction (it will be discussed later in the upcoming seasons) That's why they made any curses killed without cursed energy, probably by maki, to burn red because she is apart of the Tokyo school (: Hope that makes sense!

Construction is her curse technique, but because she has low curse energy she's only able to make a bullet per day. Unlike maki, who has a scant curse energy but was physically gifted through heavenly restriction
