If I want to forbid 1 user (user A) to make a particular (move to Done) transition (via condition in workflow) and I want to do it via groups, I would need to create a new group where I will add all the users except of this particular one (user A). When I have a brand new user created in jira, he will not get automatically to this group that I mentioned above, hence he won't be able to perform that transition (move to Done), same as user A. That means to me that I restrict not only user A, but also any newly created Jira user. Is my understanding correct? Thank you Alex for your great videos!

That is correct. You would have to add each user to the appropriate group.
