I feel like it's harder for people in silver to play in a silver lobby anymore, the update made it super hard for some of my friends to even play ranked and they were really looking forward to grinding but aren't playing in the right lobby, also with any other lower rank lobby not juss silver

Having a majority of people in lower ranks doesn’t mean they’re all the same level though, it’s almost the opposite. When such a large majority of the player base are stuck in low divisions it causes a majority of games to be stomps in one way or the other because the skill disparity doesn’t have to be huge(plat v bronze for example) for a player to completely outperform. It ends up being a bell curve where the bottom few ranks feel harder than the middling ranks only to end up in a higher rank which feels exponentially harder than the ranks just before. It’s been an issue in comp games for way too long because the distribution being geared towards shoveling most players into the bottom few ranks is better for retention and easier to achieve than a system with actual parity in skill expression among the ranks.
