The cat's like "It's kind of annoying, but it could be worse."
The fact that the otter's paw (hand?) is so close to the cat's stomach and the cat didn't attack shows that the cat trusts the otter and likes the cuddles.

My cats snuggle all the time but you're right: they have to be "bonded".
My cat and dog also lay on each other lol. They also act completely opposite in terms of what they are supposed to act like. (My dog acts more like a cat and my cat acts like a dog)

@@victoriastrong_art_photography this is in japan so its definetely not a rescue but an animal kept as a pet. wether its happy or not we cant know of course but a wild animal normally should stay a wild animal and not be kept inside. In the end as long as the owner takes good care of it there is not much to worry about. the thing that worries me more is how people watching this might want a pet otter themselves.
