Imo, people not watching streams is normal. Streaming is UNCONCENTIONAL. For ages people have been watching TV and movies which is entertainment. The reason why poeple can watch television when no drama occurs oa because they understand that it's important for the story to progess, to build up to the drama. Most entertainment is focused on drama. Because drama is entertaining. When streamers dont show a new or freah perspective or have an interesting personqlity, that they can prolong throughout the stream, naturally it becomes boring. Which is why chat is vital, allowing viewerw to interact. It has nothing to do with modern day attention span, streaming can't be always entertaining making it more boring for some people.
