Ha, glad you noticed! =)
This isn't actually a free camera, it's a combination of priest's Mind Vision ability and a custom weakaura I created to make smooth camera movements around the character. I'll be making a tutorial for it in the next couple of weeks. If you are interested, maybe subscribe? :D

what is the personal resource bar weakaura you are using?

I create most of my weakauras myself. At the core these are simple progress bar auras, displaying my health, my shield (relative to my max health) and pet health. There was a bit of fiddling involved in making them stick to the blizzard's resource bar position, but if you don't care about that, they are easy to replicate.
They are a bit rough around the edges, but if you are curious I uploaded them here: wago.io/asBoqPWdC.
