The other friend who didn't grow up in LA saw a really famous celebrity (don't remember which one) and basically freaked out at the other friend repeating that there is a celebrity and that they could ask for an autograph. The other friend was just really chill though and said "Calm down, we'll probably see them tomorrow again." I kept laughing when they told me about it. So yeah it's really common and normal for people to see celebs.
