How to Install a Paver Walkway on bad soil.

On this new construction home the base was extra deep because of running into soft fill soil. Typically I would do a 4 inch layer of compacted 1 inch minus limestone gravel as the base. As shown in the video, then I screed approximately 1 inch of sand and lay the pavers directly on the sand.

There is no drainage in this. Won't it sag over some time?
