It's not an open investigation. They gave him a 16 yr plea deal, of which he has to serve the full 16 yes. He cannot get out early. But he had to confess, tell them where Kelly's body was, where evidence was, how he killed her, etc. They consulted Kelly's family first before they offered the plea deal.
