check your device manager, if you have ever upgraded you windows. Some people report issues getting solved when they reinstall windows completly also erase disk . I had bad stuttering especially during fights. Anyway enable also view hidden devices and check if there are any not used devices. My issue was that PUBG has not recognised my primary monitor my primary somehow. So i had several monitors installed before and i deleted all non used excecpt (currently) the one i am using and stutter is gone. Download also FPS Monitor and try ALT + Enter while playing to switch from Windowed to fullscreen when there is a significant change in FPS something is not right with monitor pubg setting
Also disable msmpeng. Exe which is a Part of Windows defender majorly improved Performance for me especially when your CPU is maxed out. Since Windows 10 22h2 3 different steps have to be taken to silence IT. The process will still Show in task Manager but will Not interfere with pubg

After that Select Monitors and delete All Monitors listed which have been setup in the past but are currently Not plugged in. Currently Not used Monitors should be grayed out. No worries about deleting them, when plugged in again Windows will just install them again by Auto detect.
Even though I use win7 instead of 10, this still helped me massively. Even though I still get some stutter it is WAY less that before. My fps jumped from around 100 to 144 under little loads (still drops to 120 when there is a lot of fighting but it is better than 90 I had before).

When no cap fps jump from 400 mostly 220 to low 120. When I cap fps on 175 drops go mostly just to 140. R9 5900x 16gb cl16 rtx4070 win on ssd , PUBG on M2.... This game is trash.
This is not my problem, my problem is insane stuttering in the early game times when the map is loading. I have it on my SSD but still its like that. Other than that all is fine.

My i5 9400f on 2070 nevidia is 100% cpu load. Its a poorly optimised game.i see people with i9 having issues
