For a budget travel 500-600$ cash should be enough considering your stay is pre booked. You can withdraw money if it is international card and international banking is ON but you will be charged a service fee. For guided tours you can DM us on insta @veggiewander and we will share the tour operators numbers.
It's really a difficult question for us to answer, as we went there as traveler and its really not fair to judge a country in this short period. But we observed, food and transportation was cheaper.

You can use card to withdraw, however the charges would be about 10%.

The immigration was not tough in egypt. You just need to be in line and be careful of your surroundings
