Israel is banned out of every European contest and sport event. There is an international attest against Netanyahu which all European countries signed. So we will not see them in Eurovision.
They're not banned from "every European contest and sport event". They've just played football games against France and the Netherlands, for example. As for the arrest warrant, I doubt it'll change anything as far as the EBU is concerned, because as they keep saying, it's not the government participating it's KAN, the broadcaster. All that said, I do think it would be better if they sat out for now.
