To avoid wearing out the bottom of the drawer, you could add two small wheels behind it, assuming you had space to hollow out for that in the front frame. Good restoration :)
Enjoyed the video! Could you turn on the press to see (and hear) the results of your handiwork? Maybe a nice "feature" tour of the drill press. I'd also like to see the handle and rack assembly that was broken. Should be easy for a shop to weld or braze it back together. Interesting features on the drawer and using the drawer bottom as the guide. Maybe a strip of nylon with recessed screws to the bottom of drawer face to reduce friction between the drawer and floor, especially when you fill it with tools and vises/clamps.

It was the gear box that rides on that rack that was completely missing. It was rough to find it and when I did it was crazy expensive. I wouldn't bet a penny on that hand filed shaft being concentric. Find some way to spin it, maybe in a wood lathe and hold the file against it. If you only need a few thousandths it will stay centered.
Yea a thousand dollar wood lathe would be good to have... hell even the mini chinese lathes still run around 6-800$ also and those need a mill in order to get em true... gotta shit with the ass you got sometimes..
Please get a file handle before you run it into your hand. Did you press the 1st bearing on the shaft?? You may be able to get a manual @ industrialmanuals.com/rockwell-drill-press-instruction-manual-p-298.php

Callus builds character.. get a big enough callus going on your character wont get a booboo on their finger and cry about it..
The drill bit is not accurate.The hand-sharpened axis can not be in the center.
I dont think its a good idea to build a base with a draw. Its just more stuff to vibrate and rattle when the drill is on.
