I think the producers decided that her character wasn't DUMB enough. She looks and acts like some New Jersey mafia wife in this first season, straight out of "Good Fellas". Al Bundy doesn't sound like he is a working-class stiff from Chicago, either but the audience doesn't care.

That's exactly what the producers thought when they came up with the idea for this show. Sitcoms usually have some grain of truth to them and that's why we enjoy watching them. There are actually lots of people who are somewhat like these characters in real life.

This was in the first season when they were more like a real family. Peggy did actually get food on occasion and there was always some in the fridge.
