While not on the level of Forest Pack which is my fav i found Geoscatter to be the best when playing around with Blender, at least when it comes to add ons for Blender. Otherwise Houdini is very good for this task as well if you dont mind working with tools outside of Blender.

Geo scatter is difficult to use but I have made a geo node to scattering any object
