This is the final moment in which we were meant to believe the Duke is the villain, when he orders his men to kill Elsa. However, as we find out later, the Duke was merely a cover up for Hans, the real villain of the movie.

When was this in the movie?
My immediate guess (and you won't get anything better since I won't watch the movie to confirm it to you) is that it is when Anna's horse return home and Hans collect volunteers to venture out and find her, including Duke of Weaseltown's (intended spelling) two men. That's my guess, in any case.
