This is one of my favorite scenes in film history. Despite the family's trials and difficulties you get the sense that they're all going to be OK. No matter how difficult life gets we can still experience beauty.
The writer and director realized the film would be too dark if they did not offer a grain of hope, so they wrote this in as a conceit for the audience.
What a perfect ending- just the right mood and tempo. If this had been an American film, the audience would have burst into applause and the teary-eyed parents would have hugged their son and the family would have strolled out into the carpark in slow motion with a pretty sunset and falling autumn leaves. But life is not like that, there are no neat endings. You enjoy a special moment like this for what it is, it will not make all of a family's problems magically disappear but it is no less beautiful- a moment to make the drudgery of life bearable.

To fairly examine this scene in the larger context of the film, however, is crucial. First to address your point on the lack of applause: Kenji's not performing at a recital, this is this performance portion of the exam to get into music school. This is also the first and only time we hear Kenji perform in full. Second, up until these final 8 minutes, each Sasaki family member has been wrapped in their own personal crises. It's amazing how some moving images on a screen can stir so many emotions inside you. No matter how many times I watch this scene I get totally filled with emotions. Being able to capture that exact moment on film is such an accomplishment, it cannot be compared.
I couldn't help falling in love with this movie and this final scene touched me deeply. Not only because of the beauty of Debussy's magnificent music, but also because of every detail of the scene in itself.

I don't think it was a happy OR sad ending. I got the sense that the marriage is pretty much shot, but the couple settled into an arrangement by which they can support their son and encourage his development.

Those are here to tell you you're wrong. 20th century boy would be a different take on the japanese formula, it was a disappointment because it didn't, and it sucked balls. This movie is a serious exception, because it's not a big production. Just like American movies and hollywood movies are too different things
You are looking in the wrong direction. Many japanese movies suck ass. This one is an exception. Also there are many, many, many american movies which are incredible. Comparing Hollywood and Japanese movies is wrong.
