Can anyone use handcuffs?

    True or False - ‘Only police can carry handcuffs’
    Well this statement is clearly false, and yet this is what many people think, including some police officers.
    Handcuffs and restraint equipment are used by various sectors, including Immigration Officers, prison officers, private custody staff, door supervisors, patient transportation and many others.
    Actually, anyone can carry handcuffs lawfully. They are not an offensive weapon and they are used for the purpose of preventing a person harming themselves or someone else or escaping from lawful detention. The law allows any person to use force in these circumstances as long as the force used is reasonable and can be justified.
    However, if they are used by employers or for at work, then the employer and the person using them and carrying them must comply with health and safety at work legislation.
    Indeed, we hear of many sectors that actually frown upon their use, and they would use prolonged restraint instead that actually puts the service user and the staff at further risk of injury and even death whereas the use of the restraint equipment would have stopped the incident far sooner and prevented the injury and death from occurring.
