Four years later, and this is even more relevant than when posted in 2016. We are the United States of Amnesia and refuse to take recommendations from reports like these seriously so we condemn ourselves to repeat the failures of the past.

The agenda and law that followed the report was "section 3 of the Housing and Urban Development Act of 1968 (section 3) which you never mention.
