Actually I don't think this is related to that, it wasn't meant for survival per se, unlike 5000, clearly a different idea went into this. I do believe however, that has to do with the bio armor of that one Russian SCP of a commando in a bug suit who eventually became a COTBG believer.

So, if the ball hitting things imparts the ball with 2x the energy it had and it can tranfer said energy to the materials it hits, that means any air particles hitting it would begin to move faster, meaning they would heat up. If you left the ball in a room full of air, shouldn't that room exponentially increase in temperature?

Perhaps something happened where they forgot about it, or they decided that it wouldn't be suitable for whatever reason. Maybe some sufficiently-powerful anomaly of GOI stole the designs and erased the data for them, or they were destroyed and the O5s since then have been replaced or have amnesticized themselves against something else. A lot of reasons could be the case, though it does seem a bit odd that they don't use this tech at least for something like Samsara.
Interesting, this is kind of written as though this was early on in the Foundation's days. Makes sense given how it was in fact written during the 1000 series. Crazy thought. But what if they just bounce it straight in the air. If it continues to bounce higher and higher to the sky, it'll eventually reach space, and will no longer come down cause its to far from earth's gravity. After that it'll just travel through space, and be neutralized.
a decent suggestion, but 2 problems. 1) you would need a 100% level surface to bounce it off of. even the slightest imperfection would cause a change of direction, which while small would result in the plan failing 2) the plan wouldn't work in the first place because of the rotation of the earth. at a certain point the ball would no longer be over the original bounce point and would start angling in it's directions.
